Correction on AOT21 proposal style file

Due to a bug in 'tacAOT21.sty' Latex Style file, we released the correct version of the proposal preparation package. The use of the old version may result in an erroneous activation of the "Very Large Program" flag.

Please download as soon as possible from this link the new proposal preparation template for AOT21 call.

Please don't use the package if it has been downloaded before 14^th October 17:00 UT.
